A report released in 2013 by the American Petroleum Institute and the National Ocean Industries Association has often been cited by supporters to a plan to open much of the Atlantic coast to offshore drilling. It projects that states along the coastline, including Virginia, would share in the creation of as many as 280,000 new jobs and stand to gain tens of billions of dollars in leasing revenue.
